I do have CC and some other mods like Extreme Violence and Wicked Woohoo (I'm sorry) however I doubt they are conflicting with GTS since others with such mods are able to follow their Sims just fine. I've attempted trying the 'switch venue to a random type then exit build mode then go back and change it back to a school venue' trick several times but I'm not sure why it works for everyone else but me. When I visit a school though a different Sim I do see all the NPCs doing what they're supposed to do and students attending class, and I can also have my sims declare subjects.
